Job Title: Director of DOD Business Development

Employment Type: Full-time, W2

Location: Candidates must live within a commutable distance of the company HQ (9200 Corporate Blvd, Rockville, MD 20850).

Summary: The DOD Business Development Director will lead efforts to identify, pursue, and secure new US Department of Defense contracts, IDIQs, and BPAs while cultivating strategic partnerships. The ideal candidate will possess a strong understanding of the agencies’ missions, priorities, and challenges, along with the opportunities they present. Working closely with senior leadership, the growth office, and external stakeholders, the Business Development Director will develop and implement a comprehensive and innovative business development strategy.

Successful candidates need to thrive in an environment where they are responsible for managing and executing the whole business development lifecycle process across multiple simultaneous pursuits and proposals. They must develop a plan for securing knowledge and understanding of the customer's requirements, issues, and needs during the pursuit and capture phases. Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, competitive intelligence, contract vehicle choices, and lead white paper and RFI responses.

This role is a hybrid remote position with occasional meetings at our corporate headquarters in Rockville, MD, and client locations in the DC metro area. We are seeking a full-time employee (salary + benefits) who can work on our W2 as a United States citizen or permanent resident. No third-party corp-to-corp inquiries will be entertained.

Responsibilities

  • Conduct in-depth research and analysis of the DOD’s needs, goals, and initiatives to identify potential areas for collaboration and value propositions.
  • Develop and nurture relationships with key decision-makers and influencers within the Department of Defense, including senior executives, program managers, contracting officers, and IT program managers.
  • Lead the development and delivery of compelling proposals, presentations, and pitches that effectively highlight the company's capabilities and solutions while addressing the DOD’s pain points and objectives.
  • Negotiate and close contracts and agreements that align with the company’s and the DOD’s expectations and requirements.
  • Coordinate with internal teams and external partners to ensure the successful delivery and implementation of the company’s products and services to the DOD.
  • Monitor and report on the performance and satisfaction of DOD accounts, identifying and resolving any issues or challenges.
  • Provide valuable feedback and insights to the senior leadership and product/service delivery teams, offering suggestions for improvements and innovations based on the DOD’s needs and feedback.
  • Lead and manage proposal development activities, including writing, editing, reviewing, ensuring compliance with solicitation requirements, and key win themes are showcased throughout the response.
  • Manage a pipeline of active and potential opportunities, providing accurate forecasts and progress reports.
  • Achieve sales targets by securing new work in alignment with assigned goals.
  • Participate in proposal color team reviews to ensure opportunities are progressing in phases.
  • Represent the company at industry events, conferences, trade shows, and other relevant meetings to build relationships with decision makers and/or key teaming partners and market EIT’s services.
  • Stay informed of federal procurement trends, policies, regulations, and best practices to maintain a competitive edge.
  • Manage the Client Relationship Management (CRM) tool to track opportunities, activities, and follow-ups.
  • Support competitive intelligence efforts to identify key market trends, potential risks, and opportunities for the company.
  • Identify and assess potential new markets that align with the company’s growth strategy.
  • Provide corporate reporting and support for Business Development activities.
  • Perform other Business Development-related activities as required.

Qualifications

  • Bachelor’s degree in Business, Marketing, or a related field.
  • A minimum of 10 plus years of experience in Federal business development, sales, or account management, with a proven record of success.
  • Ability to build and progress a qualified pipeline of 3X booking target
  • At least 8 years of experience working with the Department of Defense, coupled with a strong network of contacts and established relationships.
  • Understanding of technical skills of Modern Software Development, Cloud Solutions, Big Data, AI/ML/RPA, and/or Advanced Analytics.
  • Proven experience winning contracts with a combination of at least two of the following: Army, Navy, USMC, DOD, USAF, DHA, DLA, DTRA, DIA, DCMA customers.
  • Located in the DC - Baltimore Metro area, with the ability to participate in activities in the DC / Baltimore metro area.
  • Expert understanding of DoD acquisition lifecycle, customers' buying trends, budgets, and requirements.
  • Exceptional communication, presentation, and negotiation skills, with the ability to engage effectively with diverse audiences and stakeholders.
  • Strong analytical, strategic, and problem-solving abilities, with a proven capacity to identify and capitalize on new opportunities and navigate challenges.
  • Highly motivated, self-driven, and results-oriented, able to work independently and collaboratively within a team environment.
  • Proficient in Microsoft Office, CRM systems, and other relevant software tools.
  • Willingness and ability to travel as needed.

Pay: The base salary and full fringe benefits are just one component of ExpediteInfoTech's total compensation package for this position. This position is incentive-oriented; additional incentive-based compensation will be awarded based on the candidate's work performance and contribution. The base salary will be determined based on various factors, such as relevant skills and experience.
